Quiz Competition

Kerala State Legal Services Authority (KELSA), has among its objectives, the mission to build up legal awareness in the society, especially among the student community.

As part of the legal awareness campaign, KELSA is conducting legal literacy classes in schools and colleges based on its legal literacy publications.

As part of the legal literacy campaign, KELSA is also conducting a quiz competition on legal awareness for the students of higher secondary classes from the academic year 2011- 12 onwards, based on the publication ‘Lessons in Law’, which is a comprehensive handbook giving insight to the various laws prevailing in the country.

The competition is being conducted as an attempt to motivate the student community to pursue an indepth study in legal topics. The Govt. of Kerala acknowledged this initiative by issuing Orders awarding grace marks to the winners of the state level quiz competition, and thus the event has attained new dimensions. The competition is to be conducted within a well defined mechanism, so as to accommodate all the willing students, without giving room for any complaints.

Guidelines :

1. This Quiz Competition is for the students of higher secondary schools (plus one and plus two students).

2. The competition is to be conducted in 4 stages:
1. School level written examination.
2. Taluk level written examination.
3. District level quiz competition.
4. State level quiz competition.

Of these, the 1st and 2nd stages are selection processes preceding the District and State level competitions.

3. The winners [teams coming in the 1st and 2nd places] in the District level shall be awarded with certificates and cash prizes of Rs.2,500/- and Rs.2,000/- respectively. The 1st , 2nd and 3rd prize winners in the State Level Quiz Competition shall be awarded with certificates and cash prizes of Rs.6,000/- a Rs.4,000/-and Rs.2000/- respectively. KELSA Rolling Trophy will be awarded to the Prize winning team. Grace marks of 5 and 3 respectively will be given to the 1st and 2nd Prize Winners of the State level competition as per G.O.(MS) 121/12/ Gl.Edn., dated 17.4.2012.

4. The Quiz competition is mainly based on Acts and Laws in the book ‘Lessons in Law’ published by this State Authority and general legal awareness, including the current affairs. The book ‘Lessons in law’ is available in the web site of the KELSA [www.kelsa.nic.in/useful act and rules/publication]. It may be noted that the participants cannot use any book as reference material at any stage of the examination/quiz competition.

5 . Mode of quiz competition :
The School and Taluk Level Competition shall be in the form of written examinations. The District level and State level quiz competition is oral, to be conducted in 7 stage rounds. However, in the case of districts, where there are more than six teams, a qualifying round (written examination) is also to be conducted for selecting 6 teams, which shall contest in the stage rounds.

In the case of districts where there are only six teams or less than 6 teams, there will not be any qualifying rounds. In State Level Competition also, a qualifying round (written examination) is to be conducted for selecting 6 teams, who shall contest in the stage rounds. The seating position of the teams participating in the stage rounds shall be decided by taking lot.

6 . School Level Competition: –
The School level examination is to be conducted uniformly across the State, in all the higher secondary schools, on 03.10.2015 [Saturday] 11.00-12.00 noon.

The one hour written examination will be open to all the students. The school level examination is for selecting the students for the Taluk level written examination.

The TLSCs shall collect the details of the students appearing for the examination from each school well in advance and shall inform the concerned DLSA before the school level examination at the earliest.

The question papers for the school level examination shall be distributed by this Authority to all DLSAs well in advance and the same shall be kept in the safe custody of the Chairman, DLSA. The DLSA shall provide sufficient number of question papers to the TLSCs in separate sealed covers for each school. The TLSCs shall distribute such question papers to all the participating schools on or before 01-10-2015 for keeping the same in the safe custody of the Principal/Head of the institution. The sealed question paper covers shall be opened only on the commencement of the examination at the examination hall.

The valuation of the answer papers shall be done under the supervision of the respective school authorities. The TLSCs shall collect the answer keys from the DLSA after the examination. The answer key will also be available in the web site of the KELSA [www.kelsa.nic.in]. The valuation shall be done with the aid of the answer keys and shall be completed on or before 10.10.2015.

The schools shall be instructed to select 3 students who are the toppers in the school level examination and to depute them as a team for the Taluk level examination. A team leader shall be selected by the school authorities from among the 3 participants. Only a single team (consisting of maximum 3 students) can be deputed from each school for the taluk level examination.

Note:
In case of tie in marks, the school authorities shall select the team members for the Taluk level written examination by adopting lot system, limiting the maximum number of students to 3. The lot shall be taken in the presence of the students who are involved in the tie.
