Photography Contest 2016 :

The Office of the Chief Electoral Officer, Delhi is organizing a Photography Contest, open for (1) Professional photographers (media as well as freelance), and (2) Amateur photographers (persons who do not earn their livelihood out of photography)

Competition Last Date : December 10, 2015

1. Objective :

The aim of the photography contest is to showcase the prominent features/activities of Delhi Elections, to document and create an archive for current and future generations and to encourage professional and amateur photographers.

2. Important Dates :

** Invitation of Entries From November 9, 2015(Monday)
** Last date of submission December 10, 2015 (Thursday) by 5 PM
** Judging Process and announcement of awards 2nd week of January , 2016
** Award ceremony 3rd week of January, 2016

3. Theme :

The theme of submitting the photographs for the award will be:
(a) Inclusive Electoral Participation (including woman, youth, persons with disability etc.)
(b) Our Vote- Our Democracy
(c) Celebrating festival of democracy

4. Categories :

The photographs may be submitted in the following categories:
(I) Delhi Assembly Elections, 2013
(II) Lok Sabha Elections, 2014 in Delhi
(III) Delhi Assembly Elections, 2015

5. Eligibility Criteria :

a) Any citizen of India (Except officers/officials of the Office of Chief Electoral Officer, Delhi or any subordinate Office or any other officer/officials directly or indirectly associated with election related work in Delhi).
b) Participant should be of the age of 18 years or above, as on 09.11.2015.
c) Professional Photographer- A person whose main source of livelihood is from photography (working in the capacity of individual photographer or in a Photo Section, Newspapers, News agencies, Studios, teaching photography & communication or individual agencies or any form of major source of revenue through photography) is considered to be “Professional Photographer”.
d) Amateur Photographer- A Photographer who does photography as a hobby, for creative urge but her/his major source of revenue should be from some other means is considered as “Amateur Photographer

6. Awards :

There will be cash awards and appreciation certificate/ memento for every theme as follows

Professional Photographer :
** First Prize Rs. 11000/-
** Second Prize Rs. 5100/-
** Consolation Prizes Rs. 1100/-

Amateur Photographer :
** First Prize Rs. 11000/-
** Second Prize Rs. 5100/-
** Consolation Prizes Rs. 1100/-

Note :
** No other payment except cash prize to the winning entries will be made.
** Not more than one award per theme will be given to one person.

7. Display of Winning Images :

Winning Images in all the categories of awards will be exhibited in the functions of CEO, Delhi or Election Commission of India (ECI), and on the official website.

8. Application Process for the Photography Competition :

The participant has to submit the entries through e-mail (photocontestceo.delhi@gov.in) to the office of CEO Delhi and also send the print out of the photographs as per the guidelines prescribed below. The entries received by this office through only one medium (i.e. either by email or by post) shall not be considered for competition and selection process. The email as well as printout of the photographs must reach to this office by 5 PM on December 10, 2015 positively.

9. Guidelines for sending the Photograph :

** Image: Color or black & white.
** File Size of the Image: Each Image should be less than 5 MB size.
** Format of the Image: Image should be in JPG/JPEG with a good quality high resolution.
** Print out of the Images: Soft images should be supplemented with the hard copies in 8”x 10”.
** Application Fees: There is no application fee.
** A Photographer can send maximum three entries per theme.
** Entry should not contain personally identifiable information about participant or any other person.
** Entry should not infringe upon the copyrights, trademarks, contract rights, or any other intellectual property owned by the third party.
** Entries should not contain any commercial content that promotes any product or service.
** Each entry should be accompanied by a CAPTION along with a brief note (50 words in Hindi or English) describing the theme, concept of the photograph and category of the entry and why the photographer considers the photograph appropriate for the competition.
** Each entry should carry the author’s name, his/her complete postal address, telephone number; e-mail ID on the back page of each photograph.
** The winners will have to submit the original image file (digital/negative) to the media branch of the CEO Delhi office, if asked to do so for the purpose of display/exhibition etc.
** Once the entries are sent through e-mail or by post they will not be permitted for any replacement/cancellation/addition and change in any case.

10. Submission of Entry :

(a) Submit Entries through e-mail:
The participant must submit the entries along with scanned copy of duly signed registration form-cum-undertaking to email id: photocontestceo.delhi@gov.in with a subject line “Photography Contest- 2016 organized by CEO Delhi” and category (professional or amateur).

(b) Sending the Entries by post:
After the participants have sent the photographs through e-mail they also need to send their images along with duly signed registration form-cum-undertaking in given format by post to the “Office of the Chief Electoral Officer, Delhi, Media Branch, Room No.-36 Old St. Stephen’s College Building, Kashmere Gate, Delhi – 110006”. On the Envelop: Participant should clearly mention on the top of the envelop Photography Contest- 2016, Organized by CEO, Delhi” and Category (professional or amateur).

11. Selection Process :

The entries will be judged by a selection committee, to be decided by the Chief Electoral Officer Delhi. The decision of the selection committee will be final and no queries or objections will be entertained.
